- Ligne n°147 : Hagel had resigned after less than 2 years in office. As the lone
- Ligne n°148 : Republican department head, he allowed the White House to maintain the
- Ligne n°149 : fiction that Obama had surrounded himself with a "cabinet of rivals" in
- Ligne n°150 : the style of Abraham Lincoln. But Hagel took few stands that would
- Ligne n°151 : raise eyebrows in the Oval Office. He was soft on sanctions against
- Ligne n°152 : Iran, favored drastic nuclear weapons cuts, supported direct
- Ligne n°153 : negotiations with terrorist groups like Hamas and Hezbollah, and shared
- Ligne n°154 : Obama's dim view of Israel. He faithfully implemented questionable
- Ligne n°155 : White House policies placing global warming at the center of national
- Ligne n°156 : security.

- Ligne n°158 : When Hagel succeeded Leon Panetta in February 2013, his job was to
- Ligne n°159 : oversee Defense Department decline; closing down the war in
- Ligne n°160 : Afghanistan, cutting the defense budget, reducing troop levels and
- Ligne n°161 : generally managing the global retrenchment of American power. On a May
- Ligne n°162 : 2013 trip to Asia he even called waning U.S. hegemony a "good thing"
- Ligne n°163 : because it would require other countries to step up their game to
- Ligne n°164 : ensure stability. Back then the Ebola virus was an isolated African
- Ligne n°165 : disease and the Islamic State was still the "j.v. team."

- Ligne n°167 : Yet a series of international crises reconfirmed the old adage that
- Ligne n°168 : power abhors a vacuum. Russia invaded and annexed the Crimea and
- Ligne n°169 : fomented a civil war in eastern Ukraine. Iran refused to budge on its
- Ligne n°170 : nuclear program. Conflict in Syria intensified. Israel was forced to
- Ligne n°171 : take action against Tehran-backed Hamas in Gaza. China has made a
- Ligne n°172 : series of aggressive moves in the Pacific. The Ebola crisis showed the
- Ligne n°173 : Defense Department – and the rest of the administration – incapable of
- Ligne n°174 : quick response.

- Ligne n°176 : Hagel's critical break with the White House appears to have been over
- Ligne n°177 : the rise of the Islamic State in Iraq and Syria. Even as the White
- Ligne n°178 : House was saying the threat was manageable, Hagel called ISIS "an
- Ligne n°179 : imminent threat to every interest we have, whether it's in Iraq or
- Ligne n°180 : anywhere else." Last August Hagel described ISIS as "beyond just a
- Ligne n°181 : terrorist group. They marry ideology and a sophistication of strategic
- Ligne n°182 : and tactical military prowess. They are tremendously well-funded. This
- Ligne n°183 : is beyond anything we've seen." This alarming yet accurate assessment
- Ligne n°184 : was immediately downplayed by the White House which was seeking to
- Ligne n°185 : soft-pedal the threat. Hagel oversaw the limited coalition operations
- Ligne n°186 : against ISIS in recent months which have blunted but not significantly
- Ligne n°187 : degraded the terrorist group. For their part, ISIS is now celebrating
- Ligne n°188 : "toppling" the U.S.defense secretary.
- Ligne n°189 :
- Ligne n°190 : It may be that, as White House leaks have it, Hagel was "not up to the
- Ligne n°191 : job." After all he was brought on to close things down at Defense, not
- Ligne n°192 : launch a new round of wars. However, in an interview with Charlie Rose
- Ligne n°193 : last week, Hagel said that a leader has to be forward looking. "The
- Ligne n°194 : main responsibility of any leader is to prepare your institution for
- Ligne n°195 : the future," he said. "If you don't do that, you've failed."
- Ligne n°196 :
- Ligne n°197 : The most important consideration for the White House when nominating
- Ligne n°198 : Hagel's successor is, the future will not be the one Obama expected or
- Ligne n°199 : planned for. It is going to be more violent, more dangerous and less
- Ligne n°200 : predictable than it was only two years ago. So choose wisely.
