중세의 흑사병 근대의 스페인 독감 이래 인류는 코로나19라는 전무후무한 역병 창궐에 세계 경기침체와 부의 양극화로 덤으로 선사 받고 각국이 전전긍긍하고 있다. 이 문제를 이해하고 극복해나가는 과정은 대동소이하나 크게 보면, 중국은 도시 전체를 봉쇄하는 초강수로 경제성장률 하강을 감수하고 13억 인구 통제를 사회주의 언론통제와 벌칙으로 국가가 주도하는 형식이다. 미국은 공공기관 위주로 백신 부스터를 의무화하면서 ‘코로나19는 단기간 극복될 사안이 아니어서 친구로 삼자’라며 경기침체를 막되 정상화와 백신 선택권을 국민 자율에 맡겼다. 우리나라는 다시 사회적 거리두기를 서둘러야 하는 의료체계 피로감과 붕괴를 앞두고 있어 50만에 달하는 고교 이하 학생들에게 QR코드 확인자만 학원 및 사교육 시설에 출입케 하는 사실상 백신 의무화를 내세웠다가 엄마 부대의 극렬한 저항에 부딪쳐 지지부진 눈치 보기와 정책조정에 전문가들의 의견만 간보며 시간 끌기를 하고 있으니 한심할 노릇이다.
미국은 오미크론 공포에도 불구하고 ‘내 몸은 내가 관리한다!’라는 슈퍼 자유주의와 인권을 앞세워 코로나 백신 최대 생산국임에도 우리나라보다도 접종률이 낮다. 하루 12만명 신규환자 발생과 1700여명 사망자에도 불구하고 요지부동 백신 접종 거부자들이 많다.
이런 와중에 중국산 제품에 일자리를 잃고 코로나로 아르바이트마저 끊긴 가난한 계층들은 이제 밤중과 버금가는 고급상점 털이 다인조 권총위협 계산대 털기와 마트 자전거 침입 도둑질, 길가는 노약자 쓰러뜨리고 지갑 털고 도주 등으로 샌프란시스코에서는 용기 있는 사람들만 쇼핑하는 그야말로 폭동전야 상태로 돌입했다고 26년 간 교분을 가진 지인이 전해왔다. 미국인들은 코로나 완치보다도 평생 달고 살아야 하는 후유증에 더 공포를 느끼며 바이든 정부의 경기부양 1조 달러마저도 전문직과 중산층 보호 나아가 국가주도 SOC에 투자될 돈에 불과하기에 주급 사회인 시민들은 참다못해 강도와 도둑질로라도 생존해야겠다는 절박한 상황이라 한다.
중국은 환자 발생과 사망자를 중앙 정부에서 언론 통제를 하며 사회주의식으로 한 끼 500원 국수 값 기준으로 사회적 약자를 돌보기에 상대적으로 상황개선 요구 데모는 꿈도 못 꾸고 국법을 두려워하지만, 기아자가 발생하지 않는 공산당 선전에 순응하는 편이다. 공무원과 군인 경찰들이 격리지역에 생필품을 무상으로 지급하기에 인민은 순응하고 국가는 체제 우월성을 연일 강조하며 그 장면들을 관영 매체를 통해 선전하니 국민통합의 계기로 삼는 ‘위기는 기회다!’란 통제사회로서 성공을 거두고 있다.
우리는 미국식으로 벤치마킹 했다가 하루 7,000명 환자 발생과 70여명의 사망자 재택치료의 한계 입원 대기자 폭증 의료 대응체계 붕괴상황으로 치닫고 있다. 정치판만 전국을 종횡무진으로 누비며 쌍방이 공약한 100조 지급을 놓고 언어 유희만을늘어 놓으니 참으로 문제점이 많아 보인다.
국민의힘 김종인 총대장의 100조 선거 후 지급 및 실행을 윤석열 후보가 무시(?)하고 집권당이 사용처를 제시하면 조정할 테니 여당이 먼저 코로나 극복과 소상공인 지원 세부사항을 내놓으라며 결과적으로 이재명 더불어민주당 대통령 후보 캠프를 압박하는 상황이다.
이재명 더불어민주당 대통령 후보는 선거유세보다 50만 고교생 이하 백신 강제접종과 소상공인 및 각계 피해 분야에 사용될 100조 사용 세부사항을 앞당기는 전략이 훨씬 지지도 확장에 큰 도움이 될수 있다고 생각하니 참고하길 바란다. 야당이 도마뱀 혀로 매도하여 상황에 맞는 일구이언하는 지도자로 낙인찍히기 싫으면 대통령 선거전에 확실한 정책실행 능력을 사전 검증하는 차원에서 국민의힘이 넘긴 100조 공을 잘 운용하기를 바란다.
미·중·일은 기축 통화국이라 국가가 망하면 동맹이 같이 망하는 금융 종속국이다. 기축국은 통화량 증대가 인플레를 잡기 위해 금리로 조정 가능하지만 우리는 그런 권한과 능력 신용도를 국제적으로 용인 받지 못한다. 그런 악조건 상황에서 K-방역 모범과 수출경제 호조로 대외적으로 선방했디. 국가와 기업가는 부자 되고 서민은 나락으로 떨어져 빚쟁이로 전락한 분야별로 성장의 과실을 분배로 성난 민심을 달래야 하는 책무가 차기 지도자의 선결 자질이 될 것이다.
목숨보다 소중한 것은 없다. 기아자는 없으나 부의 양극화로 안정된 일자리에 진입치 못하고 소자본으로 설거지하던 대다수 국민들을 경제적 노예 상태로 전락시킨 기득권의 책임이 윤석열 국민의힘 대통령 후보나 이재명 더불어민주당 대통령 후보는 먼저 쾌도난마를 휘두르는 자가 차기 지도자로서 전제조건, 해결능력을 보여줘야 한다. 합의를 종용했으나 복잡하니 ‘니가 먼저 풀어 제시하라!’란 윤석열 후보의 진지에 포격이나 주고받는다면 이재명 후보 또한 지지율 답보를 벗어나지 못할 수 있다.
막말로 아파트를 팔아 자비로 국민을 도우라는 것도 아니고 여야 수장들이 합의한 100조를 사용 국민의 허(虛)하고 고통스러운 일상을 회복시키는 열쇠를 줬는데도 선거유세 후위로 이 시급한 정책금융 대리사용권을 방기한다는 것은 사보타지를 넘어선 서민에 대한 죄악일 수 있다.
세계 26위의 부채국이며, OECD 선진국 또한 수출경제 규모 8위면 국채발행이나 추경을 통해서 코로나로 자갈밭에 널브러진 서민경제를 살리는데 부자와 기득권을 빼놓곤 국민 대다수가 쌍수를 들어 환영할 일이 아닐까? 이재명 후보는 100조 집행을 서둘렀으면 한다.
소문난 잔치에 먹을 게 없는 법, 아바타로 소통 유세하는 초일류 IT 강국에서 굳이 500년 선조 자신의 고향 부인 출신지까지 내세워 고향과 성씨마저 동원하는 것은 또 다른 국민 분열책 연고주의 전락으로서 하책(下策)에 연연하는 우치(愚痴)이니 당장 거두고 코로나 거리두기와 동시에 피해 분야 지원과 서민경제 회복에 돌입하는 것이 국민이 바라는 바다.
혹여 이재명 후보가 정부와 동반으로 100조 집행을 이끌었다가 국가부채 늘린 빚쟁이 국가로 전락시켰다고 야당의 공격이 두려워 새가슴으로 미래의 후환거리를 당장 서민의 삶을 외면했다간 선거운동을 치열하게 했으나 낙선이 허무하고 쓴 선물을 자청하는 것임 일수도 있다.
칼자루를 쥐여줬는데도 싸움터로 나가는 것이 아니라 집안 마당에서 소 잡아 당선 잔칫상을 차리는 듯한 모습으로 여야 대표주자들의 행태가 보여 씁쓸하기 그지없다.
서민의 하루하루는 급하고 힘들고, 게 중에는 '극단적인 선택'을 선택하는 사람들도 많아지는 응급상황이다. 심장 쇼크와 산소마스크가 필요한데 발가락에 난 피만 닦는 ‘눈 가리고 아웅’하는 서민 고통 흉내 내기 모양새는 국가 지도자로서 결격사유이다.
코로나19 상황 속에서 K-방역 모범국과 수출증가로 세계가 부러워하는 집권당의 방석 위에 있으면서도, 부동산 정책 실패와 원전 폐기로 큰 악재 극복을 만난 이재명 후보의 많은 공약 제시에도 지지도가 답보인 상황에서 무엇보다도 여야가 주고받아 암묵적으로 합의한 100조 사용처를 정하지 못하고 선거 후로 미룬다면 국민이 지도자로서 리더십을 의심 당할 수 있다.
국민은 괴롭고 배고픈 상황이니 민생의 솥에 100조를 넣고 요리를 화급히 서둘러 구호미를 풀어야 한다. 그 선두에 이재명후보가 앞장서는 길이 지도자로서의 결단성을 보여주는 이이 아닐까?
민심은 이미 정치권에 대한 혐오를 넘어섰다. 민심의 아픔을 먼저 가라앉히는 자 차기 대통령으로 족할 것이며, 그 처리 시간은 그리 많이 남아 있지 않다고 본다. samsohun@hanmail.net

It is pitiful that people are wasting time looking at the sluggishness of the government and only looking at the opinions of experts on policy adjustment.

Candidate Jae-myung Lee wants to expedite the execution of Article 100.
In a world-class IT powerhouse, where there is nothing to eat at a rumored feast, communication with avatars, and mobilizing even the hometown and surname of King Seonjo’s own hometown and wife for 500 years, it is another national divide, and it is related to the fall of the ideology. Since it is a Uchi (愚痴), what the people want is to immediately reap the benefits and start supporting the affected areas and recovering the economy of the low-income class at the same time as corona-distancing.
If candidate Lee Jae-myung, accompanied by the government, led the implementation of the 100 trillion won, then turned into a debtor nation with increased national debt, he was afraid of an attack by the opposition party, and he turned away from the life of the common people right away for the future repercussions. It may be that he is asking for a gift he wrote.
It is bittersweet to see the behavior of the representatives of the opposition and opposition parties as if they were holding a banquet after slaughtering cattle in the yard of the house rather than going to the battlefield even though they were given the hilt.
It is an emergency situation in which the daily life of ordinary people is urgent and difficult, and more and more people choose 'extreme choices' among crabs.
