法国怒气未消、德国称是侮辱 美英澳“灭火”忙

   综合报道，近日，美、英、澳三国宣布展开核潜艇合作，澳大利亚因此终止2016年同法国达成的潜艇采购合约。此事引起法国强烈不满，法国官员9月24日
   透露，法国外贸及经济吸引力部长里斯特，拒绝10月在巴黎与澳大利亚贸易部长会面。此外，法国外交部认为，有必要评估美英澳三方安全联盟(AUKUS)
   将“如何影响不扩散核武器领域”。

   本月15日，美英澳宣布建立新的“AUKUS”三边防卫联盟，美英将支持澳海军建立核潜艇部队，澳随即宣布中止此前与法国海军集团签订，采购12艘柴油
   动力梭鱼级攻击核潜艇的供应合同。

   这份2016年签订的“世纪合同”价值560亿欧元。17日，法国宣布召回驻美和驻澳大使，并指责拜登“在背后捅了法国一刀”。

   据报道，法国与美国领导人同意就核潜艇协议引发的外交危机，于10月底在欧洲会面协商。法国也将让驻美大使于下周返回美国。

   据法国总统府当天发表的联合声明，应拜登请求，法国总统马克龙与他就美英澳三方协议的影响，进行了通话。双方一致认为，如果在涉及法国及欧洲盟友战略利
   益的问题上进行公开磋商，应该能让局势朝更好的方向发展，可以避免当前局面。

   不过，法国对潜艇合约被撕毁，怒气未消。澳大利亚贸易部长特汉接受澳洲广播公司电台访问时透露，他将趁10月到巴黎出席经济合作与发展组织(OECD)
   会议时，争取同法国贸易部长里斯特举行会谈，以缓解两国紧张关系。

   但据路透社报道，法国外贸及经济吸引力部一名官员透露，里斯特已经拒绝了这项提议。报道引述该名官员的话说：“我们不会跟进澳洲(贸易)部长的会面要求
   ，我们不能当做什么事也没发生。”

   此外，法国外交部认为，有必要评估澳大利亚、英国和美国之间建立三方安全联盟(AUKUS)将如何影响不扩散核武器领域。

   在24日的新闻吹风会上，法国外交部发言人说：“9 月 15 日宣布的合作框架未知。为评估后果，需要更准确的说明，特别是在不扩散领域”。


   默克尔顾问：三方联盟是对北约伙伴的侮辱

   另一方面，德国总理默克尔的顾问称，美英澳安全伙伴联盟“是对北约伙伴的侮辱”。

   据报道，默克尔外交问题顾问克里斯托夫·霍伊斯根向英国《金融时报》表示，建立新的澳美英三边安全伙伴关系(AUKUS)，是“对北约伙伴的侮辱”。

   其认为，美国总统拜登像他的前任特朗普一样，对待盟友。新联盟的出现，导致人们“不太相信”拜登政府。霍伊斯根补充指出：“同时，我不知道，增强地区安
   全是否足以弥补这样的损失。”

   他认为，围绕该三方联盟的情况，可以与美国从阿富汗撤军相提并论。在这两起事件中，“美国的行为与对美国政府的期望不符，美国政府曾承诺，上台后与其盟
   友进行密切合作。”
