   万众瞩目的“普拜会”于当地时间16日下午举行。在结束与盟友的两场峰会后，拜登提前抵达瑞士，这是他首次以总统身份与普京线下交谈。当地时间16日1
   2时27分，俄罗斯总统普京抵达瑞士日内瓦。

   克里姆林宫方面透露，二人在峰会后就战略稳定发表了联合声明，并就两国秉持核战争没有胜利者的原则进行了确认。

   据RT报道，这场高规格的峰会从一场小规模会议开始，出席的只有俄美总统、俄罗斯外交部长拉夫罗夫、美国国务卿布林肯。会议结束后，双方代表团将举行更
   大规模的会议。这次峰会没有安排工作餐，两国首脑也不会进行1对1单独谈话。

   据报道，普京在峰会后的记者会上表示：“美国和俄罗斯对世界战略稳定负有特殊责任，这至少因为我们是两个最大的核大国——从核武器储备、核弹头和载具数
   量，从核武器水平、质量和现代性来看都是如此。”

   普京还说：“我们也意识到了这种责任。”

   普京随后补充说，他已经和拜登商定，将启动两国部门间战略稳定磋商。

   据此前的报道，此次会谈在位于瑞士日内瓦的拉格兰奇别墅召开，会谈分为小范围会谈和扩大会议两个部分，其中，由普京、拜登、俄外长拉夫罗夫和美国务卿布
   林肯4人参加的小范围会谈进行了近2个小时。双方就战略稳定性、贸易关系、地区安全和网络安全等问题进行了磋商。

   此前，俄美发生一系列嘴仗、制裁与反制裁、围绕俄反对派人士纳瓦尔尼的争议，关系来到冷战后的新低。俄美此前均表示，不对会面成果有期待，且双方不会召
   开联合记者会。

   会谈前一天，俄罗斯外交部发布了会场照片。

   据ABC消息，拜登在与瑞士联邦主席居伊·帕默林（Guy Parmelin）会面时自信地表示，已经准备好了这场会面，“时刻奉陪”（I'm
   always ready）；对普京来说，拜登是与他见面的第6个美国总统。两人曾在2016年见面。

   拜登曾在接受采访时语出惊人，把普京称为“杀手”、“没有灵魂”。但他在星期一（14日）、即将见面前则改口称普京“聪明”、“强硬”，是球场上所说的
   “可敬的对手”。

   拜登在北约峰会上表示，“如果他（普京）愿意的话，在某些领域我们能够合作。如果他选择不合作，我们会有所反应。”拜登表示，日内瓦峰会的意义在于（给
   俄方）“划红线”。

   但天空新闻网报道称，划红线是一个可预见、但是有风险的策略。“如果你划红线，那你需要有惩罚机制，并且在对方越过红线时，准备好实施惩罚。奥巴马就曾
   给叙利亚划过红线——化学武器的使用。但是，对方越过红线时，奥巴马什么都没有做。”天空新闻网称。

   而据《华盛顿邮报》预测，普京也会划定自己的红线。卡内基莫斯科中心认为，普京的红线包括“乌克兰加入北约、美国在乌克兰部署军队、西方对于白俄罗斯的
   干涉”。

   《华盛顿邮报》用两个形容词形象概括了两国总统会面前的状态：拜登“壮足了胆”（emboldened），而普京“气定神闲”（unbothered）
   。该报称，“普拜会”是拜登欧洲之行的“大结局”。他已经见过了G7和北约的领导人，被“盟友的团结所鼓舞”。拜登周一表示，“他们相信我会遵守我的承
   诺。”

   英国《卫报》预测，在拜登和普京数小时的闭门会议中，双方将围绕区域冲突、气候、新冠肺炎和网络安全展开谈话。虽然双方存在巨大分歧，但是在核军备控制
   等方面能够达成共识。虽然两人都有许多话题“雷区”，但都会小心翼翼，避免创造什么让人震惊的负面新闻。

   白宫新闻秘书普萨基在“普拜会”前表示，会面的目的是“恢复美俄关系的可预见性和稳定性”。

   普京则在会面之前，接受了美国全国广播公司（NBC）的专访。普京在采访中表示，俄美关系正处于近年来的最低点，真切地希望现任美国总统不会做出任何“
   基于冲动”的行为。面对美媒记者一再拿俄罗斯人权说事、指责俄罗斯打压国内反对派，普京以美国的《外国代理人登记法》、国会山骚乱为例一一反击，并毫不
   留情地表示：“我们有句谚语——长得丑，就别冲镜子发火。”
